He served at ICAO in Montreal, Canada, for 21 years, first as Coordinator of the Organization's Flight Safety and Human Factors Program, then as manager of the ICAO project for the implementation of safety management, and finally as head of the Integrated Safety Management Section (ISM), of which he is the creator.

He joined the Air Force in 1977, and obtained a permanent military research position in 1982 in the field of human factors and organizational safety, with a specific focus on human error, systemic risks and risk governance. He was appointed full professor in 1995 and retired from the Army with the rank of General in 2007. He is currently the Director of FONCSI (Foundation for a culture of industrial safety), a French research foundation that studies issues related to industrial safety, human and organizational factors, and safety governance of high-risk industries. During his career, he has published more than 150 articles and international chapters, and is the author or co-author of 12 books translated into several languages.
